Step 7: Front Matter and Executive Summary

Once you have written the program design and a draft of the proposal, they will be reviewed and revised by upper management. When the final content is approved, you will need to develop the front matter and executive summary to complete the proposal. The front matter includes the cover letter (also known as a transmittal letter), the title page, a proprietary notice, the table of contents, and a list of graphics (charts, photos, diagrams, etc.) that are included in the proposal.

The executive summary presents the main highlights of your proposal and gives you an opportunity to sell your solution and your company to the client. It is generally only one to two pages in length, although multivolume proposals may have longer executive summaries. In this chapter, we provide guidelines for creating these materials and present samples illustrating each one. A sample executive summary is provided in Appendix A.
